Scientific Committee (SC) of Research Institute for Aquaculture No1 (RIA1)


1. Function and missions of RIA1’s SC

The RIA1’s SC was established with the missions to advice and consult the Institute Director the following aspects:1) To build long and short term strategies and development plans for RIA1’s technology and science ; 2) To manage, coordinate and supervise the technology and science projects that implemented by RIA1 at the institute level; 3) To review, evaluate and comment to the research proposals of its belonging departments and research centers; 4) To identify and finalize the priority list of technology and science project proposals; ) To build cooperation plans with national and international organizations in the field of technology and science

2. SC structure, member appointed and dismissal rules

SC of RIA1 has working period of 3 years is established by the decision of the RIA1’s director based on the voting and recommendation results of SC’s member which including:
- 01 Chairman
- 01 Vice Chairman
- 01 Secretary
- SC’s Standing Board includes Chairman, Vice Chairman and Secretary.
- Members of SC are RIA1’s researchers that representative for the wide range of research field of the institute.  The key staffs of RIA1 that include directorate members, head and vice head of departments and research centers, and staffs that hold the academic degree of MSc and PhD vote the members of SC.
- Director of RIA1 decides to appoint and dismiss members of SC base on the recommendation of SC.

3. Responsibility and tasks of SC members

- Chairman has responsibility to builds contents and working plans of SC; convenes and chair SC meetings’; summarizes member opinions and gives conclusions of SC’s meeting.
- Vice Chairmen assist Chairman in undertaking and directly solving some missions of SC follow requests of the Chairman; on behalf of Chairman when he (she) is absent.
- The SC’s Standing Board assists the Director of RIA1 to manage and supervise science and technology projects.
- SC’s Secretary assists Chairman to prepare working plans of SC and its Standing Board; summarize member opinions, record the meeting documents; manage and store documents of SC’s meeting.
- Members of SC have a responsibility to participate SC’s meetings when are announced; propose and request the SC to discuss problems that are founded and considered as important for RIA1and agricultural sectors. Members can only be absent when they have accepted reasons and  agreement from the SC’s Standing Board

4. SC working mechanism

- Department of Research and Information Administration, International Cooperation and Education has a responsibility to arrange and hold periodical and annual meetings in order to supervise and evaluate the activity situation of programs and projects. The department has to inform SC’s members the working agenda 5 days before the meeting.
- Department of Research and Information Administration, International Cooperation and Education has a responsibility to arrange and hold unusual/arising meetings and seminars if they are considered appropriately.
- The approval committee has to review select and approve the science and technology projects or project proposals that later are submitted by Department of Research and Information Administration, International Cooperation and Education to RIA1 Director of RIA1 final approval.
- Head of Finance and Accountant Department, Head of Institute Administrative Office, Head of Departments, Centers and Sub-Institute have responsibility to consult and advice the Chairman of SC the solution for concerning problems
